Director Bean’s long-awaited follow-up to 2001’s award-winner, The Believer, is a wryly humorous glimpse into one man’s crusade to knock off all that big city street noise. 

 

Stressed out New Yorker David Owen (Robbins) has had enough of the cacophony of daily life in the Big Apple to take vigilante action. His mis- sion begins with vandalizing cars with relentless alarms but soon escalates to a full-scale vigilante situ- ation. David’s campaign of window-smashing and alarm-tampering inevitably leads to an arrest, which brings him to the attention of an opportunistic journalist who makes him into an instant folk hero. But when David goes up against a Giuliani-esque mayor (Hurt), his message is in danger of being drowned out by a symphony of screeching tires and jackhammers until he devises an ingenious scheme to win his fight.
